(1) The Authority shall, not later than 3 months before the commencement of each financial year, prepare a draft corporate plan.

(2) The draft corporate plan shall, as soon as possible, be sent to the Minister responsible for public enterprises, who shall within one month give his or her comments in writing or inform the Authority that he or she has no comments.

(3) If the Minister responsible for public enterprises has no comments on the draft corporate plan, the plan shall be treated as approved.

(4) If the Minister responsible for public enterprises comments on the draft corporate plan, the Authority shall give effect to the comments and deliver the authorised corporate plan to the Minister responsible for public enterprises, within one month after receiving them, for approval.
