The objectives of these Regulations are to—

• (a)provide for the management of risk in boating related activities that include but are not limited to, boating, kayaking and canoeing in inland waters;
• (b)ensure safety of commercial operations travelling on a river;
• (c)ensure safety management of commercial boating operations and guide training, in educational settings and on-the-job training in commercial boating operations; and
• (d)require all commercial boating operators to have a Risk Management Operational Plan that details how it will manage risk in its operations.
