(1) A person shall not use a weighbridge for trade and a weighbridge is not in accordance with the requirements of this Act unless—
  • (a)the weighbridge is so installed and constructed that—
    • (i)the operator has a clear and unobstructed view of the platform or platforms;
    • (ii)the indicator used by the operator is located not more than 6 metres from the nearest edge of the platform or in an elevated or other position approved by the Director, and
    • (iii)in the case of a road weighbridge, there is direct access to an indicator of the weighbridge to allow the driver of the vehicle or his or her agent to readily see and easily read the indication of mass;
  • (b)where the weighbridge is fitted with a sliding poise, a stop is fitted to the weighbridge in order to prevent the sliding poise travelling behind zero;
  • (c)the headwork of the weighbridge is enclosed so as to prevent damage thereto by the weather;
  • (d)the platform of a weighbridge, if constructed and installed, or installed in another place after the coming into operation of these Regulations, is made of concrete or steel;
  • (e)the weighbridge is situated so that any road or rail vehicle using the weighbridge is able to use the weighbridge without turning on the platform;
  • (f)the approaches at each end of a weighbridge—
    • (i)are at the same level as the platform of the weighbridge;
    • (ii)are not less than 3 metres in length; and
    • (iii)are made of concrete or other materials approved by the Director;
  • (g)for a weighbridge with a pit—
    • (i)any entrance to the pit is of dimensions not less that 1000 millimetres high and 900 millimetres wide;
    • (ii)the neck of the pit is of a dimension not less than 900 millimetres in width with a clearance of not less than 150 millimetres to each side and beneath any lever contained therein;
    • (iii)a cover is provided for the neck of the pit;
    • (iv)automatic mechanical means of draining the pit, or a free draining provision are provided; and
    • (v)the pit is kept free from an accumulation of water, mud or debris;
  • (h)the weighbridge has foundations of such strength and is so constructed as to be capable of withstanding the wear and tear of use up to the capacity of the weighbridge;
  • (i)in the case of a pitless or a portable weighbridge, there—
    • (i)is at least 150 millimetres clearance under the lowest live portion of the deck;
    • (ii)is floor concreted between the load cell supports to a depth not less than 75 millimetres and suitably drained;
    • (iii)is clear space of at least 1,000 millimetres from the external edge of the frame of the weighbridge and in the same plane as or lower than a floor complying with the provisions of subparagraph (ii); and
    • (iv)are load cell footings which are stable both individually and in relation to each other;
  • (ia)in the case of a weighbridge with a pit and with a load cell or load cells installed, there—
    • (i)is a clear space of at least 5 millimetres under the lowest live portion of the deck;
    • (ii)is a clear space of at least 5 millimetres from the external edge of the frame of weighbridge;
    • (iii)are load cell footings of sufficient height to bring the platform of the deck to the same level as the approaches at each end of the weighbridge;
    • (iv)are load cell footings which are stable both individually and in relation to each other; and
    • (v)are load cell footings of such strength and of such construction to be capable of withstanding the wear and tear of use up to the capacity of the weighbridge;
  • (j)in the case of a weighbridge other than a pitless weighbridge where any lever is installed, there is not less than 400 millimetres clearance under the lowest lever points except when access is provided all from above, then not less than 150 millimetres shall suffice;
  • (k)where the weighbridge is a portable weighbridge, the base of the weighbridge is stable at all times when the weighbridge is in use and any exposed levers of the weighbridge are adequately protected from the influence of the weather and, the floor is suitably treated to prevent the growth of foliage;
  • (l)where a weighbridge is a multi-deck weighbridge it has—
    • (i)a distance not exceeding 2 metres dead space between the platforms;
    • (ii)no interference between the platforms; and
    • (iii)the weighbridge is provided with a visual summing indicator;
  • (m)where any electronic devices installed in a weighbridge—
    • (i)they are protected from electrical interference and the direct rays of the sun; and
    • (ii)ample access is provided to read the data plates on the load cells.

(2) When making an inspection of a weighbridge, an inspector shall ensure that it accords with the provisions of subregulation (1) and—
  • (a)ensure that the zero indication returns to within ±0.25e before apply test loads;
  • (b)apply reference masses ensuring that—
    • (i)in the case of an analogue instrument, that tests are made at 10%, 25%, 30%, 50%, 75% and 100% of the dial's capacity, increasing to full capacity of the instrument;
    • (ii)in the case of a digital instrument, ensure that tests are made at least at 10%, 25%, 30%, 50%, 60%, 75% and 100% of capacity; and
    • (iii)ensure that when at capacity, a test load equal to 11e is added, after correcting for any errors at capacity, that the indications either blank or show nonnumerical figures; and
    • (iv)after removal of the 11e, that the indication returns to the original capacity indication;
  • (c)in the case of a weighbridge the capacity of which is in excess of the number of available reference masses, apply substitution test loads wherever appropriate, ensuring that any tests for errors and either sensitivity or discrimination are provided for at each substitution load;
  • (d)from capacity, decrease the test loads in at least 5 approximately equal steps, ensuring that zero is within ±0.25e; and
  • (e)ensure that the weighbridge is in accordance in every respect with the requirements of this Act.
(3) Subregulation (1) shall not apply to weighbridges intended for weighing in-motion systems.
